In principle the applicant must not be more than 35 years old of age, and must hold a degree that is equivalent to a bachelor's degree from an accredited Chinese university.
- The total score of IELTS must be 6.0 or above, and TOEFL score must be 90 or above. No other English proficiency certificate is accepted. Applicants who have obtained an English teaching degree and native English-speaking applicants (including Chinese born in foreign countries) are not required to submit proof of language proficiency.

Sustainable growth and institutional development makes all the difference in a society and that can be achieved when the administrative and human resource capacity of any country are highly trained and efficient to ensure that issues affecting the citizenry of that country are adequately addressed. My professional interests as a political scholar is to train to be a good leader and administrator who will contribute to the decision making of the development drive of my country as I believe good administration is what drives action and create development.
I chose Renmin University of China because I wish to benefit from a welcoming learning environment, where there are many educational and recreational resources which will help me develop the professional skills I require to pursue a career in public administration. The Renmin University of China is a renowned institution, known for its School of Public Administration and Policy which is a leading institution of public administration and policy education in the People’s Republic of China. The university promises outstanding career outcomes, experienced professors with both China and western educational background which I wish benefit from.
Pursuing this course in China is an opportunity to study China’s culture, strategies of political leadership, administration and expertise in policy development. Personally, I am motivated by China’s vast role in the development of Africa, her economic diversity and lack of limitation in the pursuit of development. China has a strong educational system with top ranking universities in the world that have produced exceptional graduates who have performed excellently in their careers.
As a fragile democratic state with weak institutional capacity, Sierra Leone is in dire need of professionals in the field of public administration, management, policy and good governance. Women in the public sector face the enormous task of challenging male dominance for administrative positions as women tend to be concentrated in the lower grade – lower-pay occupation despite good representation in the public sector. One of the bedrocks in strengthening democratic institutions is undertaking a study of this nature to meet the institutional gap in producing trained personnel to take on careers in the public sector, promoting visionary leadership towards concrete solutions and developing the development paradigms of this country. It is this understanding that drives me to pursue this course
My desire to enhance my capability in public administration as a political scholar coincides neatly with the countries unbending commitment to strengthening its institutional capabilities to meet Sierra Leone’s post-war and post Ebola challenges, empowering women and fully leveraging and maximizing their skills and leadership to create innovative solutions to foster inclusive growth in the public sector as the need for maintaining peace and creating security to continue with the development processes remains a key issue that needs strong leadership.
MY STUDY PLAN IN CHINA
The duration of the course is for two years. The course consists of prerequisite, core and elective courses. The course study could be completed in one and a half years and the other half of the second year will be spent on thesis writing during which I will embark on partial campus attendance for thesis supervision.
PLAN AFTER STUDIES
Upon completion of this course, I will continue to promote change in the public sector by imparting the knowledge I have acquired by initiating debates and public lectures on how a strong and structured administration in the public sector can best respond to emerging issues and events in our societies. It is my conviction that this course will improve my thoughts and understanding of leadership and management and also equip me with the requisite intellectual capacity to advance my career the public sector and assist the government of Sierra Leone in formulating and implementing public policies directed to its commitment to the Agenda for Prosperity and the Sustainable Development Goal (SDG).
My long term goal will be lobbying and raising funds to support and encourage women to pursue similar courses that will train them for a career in the public sector and to advocate for better career opportunities, more administrative roles, creating a forum to promote women’s political inclusion and equal access to public office and elected positions in the government and pursuing means for women to be included in the structures of government and traditional forums that are critical in the formulation of policies.

I have completed my Masters in Business Administration from Kathmandu University School of Management, Kathmandu, Nepal. I have done different projects and presentations during the two years of study which has boosted my self-confidence and has broadened my knowledge. I have also lead many teams while doing the projects which have developed leadership and team building capabilities within me.
I have worked in the field of entrepreneurship development program for several years where I have helped people with business ideas establish a viable and thriving business by linking them to investors and providing them proper guidance and trainings.
After completing MBA and working for few years as a Programs Manager, I now aim to develop my strategic management skills using the application of modern research methods. I also wish to learn how to effectively lead change, make strategic decisions, solve organizational problems more systematically and strengthen my creativity.
Recently, I have had the opportunity to visit China for a 3 week seminar and I feel very blessed for this as I got chance to meet different people from different walks of life and witnessed what impact the development of a Nation has on its citizens. I observed that the growth and development of the manufacturing and service sector has led to the growth and development of the country. But in Nepal; there is a lack of understanding of the importance of these sectors and its impacts. There lacks enough study and research in the field, which shall form a bed rock for new policy formulators and leaders.
We have all seen that the two giant neighbouring economies India and China are booming, and our economy is mere dragging itself. While businesses are shutting down and bearing the brunt of unstable government and short sighted economic policy here in Nepal; the output of manufacturing and service sector are on an all-time high in these Nations. Nepal’s decade long political instability has shown nothing but the lack of commitment, knowledge and effort which has hampered the development and given pain to the citizens.
Now more than ever; Nepal needs to learn from China about the policies and regulations relating to development and requires a major paradigm shift in the way it looks at the National development.
I will be really honoured if I get chance to study in one of the most rapidly growing Nation, understand the reasons behind the rapid growth and conduct research on how that experience can be used in the development of my country. Also, being a woman from a developing country, I believe I can become a voice for many girls who are less fortunate than me and add a needed dynamics to the classroom.
I have a firm belief that this will not only be an opportunity to study Chinese experience in development but also a chance to look back at my own country and think and hopefully lead a change in the future. Program Description
The School of Public Administration and Policy (SPAP) at Renmin University of China (RUC) is a leading institution of public administration and policy education in the People’s Republic of China. It consists of 3 academic departments (public administration, urban planning and management, and land and real estate management) offering Bachelor degrees,and 6 institutes (Institute of Public Finance and Public Policy, Social Security, Public Organization and Human Resources, Quantitative Analysis in Public Administration, and Non-Profit Organization) offering Master and Ph.D degrees.
